Claim: Chuck Schumer backed anti-counterfeit Social Security cards to keep illegal immigrants from jobs and benefits

Verdict: True.

  • How it is circulating: The X post from @real_EBS_ (August 1, 2026) shared a White House montage of the 1996 floor speech. The speech itself is on C-SPAN and in the Congressional Record. The White House post from @WhiteHouse (February 17, 2026) used the same 1996 clip.
  • The floor speech: On March 19, 1996, then-Rep. Charles Schumer (D-N.Y.) spoke in the House during debate on H.R. 2202, the Immigration in the National Interest Act. Rep. Bill McCollum (R-Fla.) yielded him a minute and a half. Schumer rose in support of McCollum's amendment to make the Social Security card harder to counterfeit so employer sanctions would work. McCollum described that as making the card as counterfeit-proof as a $100 bill, without forcing a reissue to everyone.

  • Jobs, benefits, fraud: Schumer said a Social Security card was already used as identification "from one end of America to the other," and that one way to prove "you are a bona fide person who can have a job is to ask for a driver's license and a Social Security card." He called McCollum's measure "an antifraud amendment." The reason illegal immigrants and others could get jobs and benefits "against the law," he said, was "because of fraud." He closed by urging a yes vote: if members wanted to stop fraud and immigration, they had "no choice but to support this amendment."

“In fact, one way to prove you are a bona fide person who can have a job is to ask for a driver’s license and a Social Security card.”

“Mr. Chairman, this is an antifraud amendment. All over where we go people say, ‘Why can you not stop illegal immigrants or others from coming here’ The No. 1 answer we give our constituents is that when they come here they can get jobs, get benefits, against the law because of fraud.”

  • What he was not doing: He did not offer the amendment himself. He backed McCollum's. The Record does not show him talking about voter ID in that speech. The amendment was about the Social Security card as a work-eligibility document, not about ballots.

In plain language:

Yes. On March 19, 1996 he stood on the House floor and backed a McCollum amendment to make Social Security cards harder to counterfeit so illegal immigrants could not get jobs and benefits by fraud.
