On October 8, 2023, Governor Gavin Newsom signed into law Senate Bill No 673. This bill establishes what is called an Ebony Alert system which exists to prioritize assisting Black / African American missing persons. California already has an existing alert system which is used to find all missing children called the Amber alert system.
A portion of the text of the bill which describes what an Ebony Alert is, is included below:
(a) For purposes of this section, “Ebony Alert” means a notification system, activated pursuant to subdivision (b), designed to issue and coordinate alerts with respect to Black youth, including young women and girls, who are reported missing under unexplained or suspicious circumstances, at risk, developmentally disabled, or cognitively impaired, or who have been abducted.
