In 2020, Tim Walz, as Governor of Minnesota, signed two executive orders (20-64, and 20-65).
Executive Order 20-64: Activated the MN National Guard. (May 28, 2020)
Executive Order 20-65: Imposed a nighttime curfew. (May 29, 2020)
Curfew times: 8pm to 6am local time for both May 29, 2020 and May 30, 2020 into the morning of the next day.
The consequence of not obeying this curfew was:
During this curfew, and while it was being enforced, the law enforcement officers on the street (likely either local law enforcement, the MN National Guard, or a mix), fired paint canisters / rounds at MN citizens on their own porch. Footage of this shooting was recorded by the citizens being shot at.
The original post on X has been deleted, but The Internet Archive preserved a copy of it and the video as well. The video follows, and then an archived image of the X post. In the X post the original poster claims the enforcement officers are a mix of ‘National guard and MPD’. The post was originally made on May 30, 2020, which is consistent with the curfew dates from the Executive Order.
Some additional reporting online claimed that the MN National Guard denied that the officers in the video were members of the MN National Guard, but we could not independently verify that claim or what group the enforcement officers were from. Based on our research, no agency has taken credit for the paint shooting, and every agency that has provided comment has denied being involved.
USA Today reported that both the National Guard AND the local MN police department denied that the enforcement officers were members of their agency. Nevertheless though, either federal or state enforcement officers enforced the curfew and shot paint rounds at citizens. An image of the segment of their article which outlines their responses is below.
The original poster also seemed to post a second time confirming that:
“There were national guard with them.”
However, this post was also deleted, but was not cached / archived by The Internet Archive. Its brief content however was captured by Brave search engine and is featured below in image format.
Note: Many fact-checkers out there present a strawman argument of the claim being that this video is from the COVID19 era, when in fact it is from the George Floyd era. They use this strawman to mark the claim as false, when it is absolutely true that MN citizens were fired upon by law enforcement with paint rounds, as this video shows. The two executive orders further corroborate the content of the video.
