On September 17, 2019, during an interview with Jimmy Fallon, when asked by an audience member if she believes in mandatory gun buybacks (specifically ‘assault weapons’) and how that idea conflicts fundamentally with the second amendment, she said:
“I do believe we need to do buybacks.“
It’s important to note that this question was asked in reference to specifically mandatory buybacks. However her answer did not include the word ‘mandatory’. She went on to expand her answer to say:
“When elected, if Congress fails to act, I’ll give them 100 days to put a bill on my desk for signature, and if they do not do it, I’ll put in place, by executive action, a comprehensive background check requirement, and a ban on assault weapons, and importation of assault weapons into our country.”
In an interview during MSNBC’s Gun Safety Forum in October of 2019, she specifically said she was for a “Mandatory Buyback Program”.
“We have to have a buyback program, and I support a mandatory buyback program …”
Both of these videos of her saying this come from 2019. Her stated stance may have changed over time, but we could not find an up-to-date answer to the same exact question. She has stated recently that she is for:
In another older unearthed video, Kamala Harris was recorded saying that she would go into other people’s homes to make sure they’re being responsible and safe with their firearms:
“.. and just because you legally possess a gun in the sanctity of your locked home, doesn’t mean that we’re not going to walk into that home and check to see if you’re being responsible and safe in the way you conduct your affairs.”

While retweeting a post from Kamala HQ, which said:
“We will not take anybody’s guns away.”
Although it’s possible that the assault weapons ban could simply ban future purchases or importation of that category of firearms (which is ill defined), the other option is a mandatory buyback program, which is another way to say ‘compensated confiscation’. Which would mean both statements are in direct contradiction of each other.
