A campaign started around March 2013, following a joint sanitation conference from UNICEF India and the Indian Institutes of Technology, sought to educate Indian citizens on what the socially acceptable behavior is for defecation. In India, open defecation in public is widespread.
Even though availability of water, maintenance of related systems, as well as availability of toilets themselves are problems, cultural acceptance of defecating in toilets is still a problem due to ingrained practices or perceptions that defecating in the open is cleaner or more natural.
According to a 2011 UNICEF study 58% of people in the world that openly defecate on streets and beaches lived in India at the time of the study.
According to a 2018 UNICEF document on ending open defecation, it lists that in 2015, 40% of people in India (522 Million) participated in open defecation with an annual reduction rate of 1.7% for the years of 2000 - 2015.
According to the WHO website with an interactable map, as of 2022, only 11% of India’s population participates in open defecation.
This same page provided a table of information which provided a figured different than the UNICEF number of 30% of open defecation in 2015 in India.
According to poo2loo.com, a UNICEF branded website for the campaign, over 620 Million people defecate in the open in India (https://www.poo2loo.com/).
