In an interview with Kal Penn on March 14th, 2023, Joe Biden described a time in his life which he said was an epiphany regarding gay marriage. He said:

I can remember exactly when my epiphany [on supporting gay marriage] was … I was a senior in high school. And my dad was dropping me off and I remember I was about to get out of the car and I looked to my right and two well-dressed men in suits kissed each other. … And I’ll never forget, I turned and looked at my dad and he said “Joey, its simple they love each other. It’s simple.” … It’s just that simple, it doesn’t matter whether its same-sex or heterosexual couple you should be able to be married.

In 1996 Joe Biden voted for the Defense of Marriage Act. Joe Biden was 53 years old at the time.

Windsor), DOMA, in conjunction with other statutes, had barred same-sex married couples from being recognized as “spouses” for purposes of federal laws, effectively barring them from receiving federal marriage benefits. DOMA’s passage did not prevent individual states from recognizing same-sex marriage, but it imposed constraints on the benefits received by all legally married same-sex couples.
