Did a Maricopa County Poll Worker Admit Tabulators Are Broken?

An individual who appears to be a poll worker, addresses a crowd to explain their tabulator issue.
He does appear to be wearing two forms of identification, and one appears to be a key-card used to grant access to the building. However, in the video, he did not identify himself by name or position.
